North Korea hasn't invaded anyone either in 50 years, but their military has fought OTHER SOLDIERS. Its not about invasion or defence, its about combat experience against other soldiers. Brazil's military is a big fat zero in that regard. Not a single brazilian soldier has defended brazilian territory against another soldier, nor have they tried to take territory from other soldiers.
