I've seen it a few times and still can't really make up my mind.

On one had, the contact isn't especially hard. On the other hand, I can't really think of any reason why Burrows was flailing his legs around like that unless he felt he was still wrestling around with Hall and didn't know that Hall had stopped moving.

I honestly don't know what the DOPS is going to do with this one because they've proven themselves wholly incapable of establishing a consistent standard.
