Exactly, which makes the whole rep system a farce. Just do away with it entirely if you're not going to have a method to keep it in check.

The importance of a pixel rep system on an internet message board cannot be understated.

No but I can imagine given how cult-like this subforum can be, that someone who takes a pointless rep system seriously would be dissuaded from posting an unpopular opinion (especially from said cult) solely because of others negging the piss out of them. Is your insinuation that those who take the rep system seriously should run their post by rep trolls? For fun conversation's sake.
