how do you determine who is best for the job? It's not exactly a profession that can be quantified.....test results? popularity? There is no measurable way to decide who is a better teacher. Thus, we have the system we have, for better or worse. Which sucks for me, because it's going on 8 years and I still can't get my own class, just pieces of others classes.

if teachers on a TOC/Recall list aren't working, they are dropped.....execpt for retired teachers, but that's a whole other argument

So you fee my pain. AN interview and references should narrow down who they want and then the Principal should be able to choose. It's about the kids and what fits best for their needs...
