Obviously they're not funding it directly at least not anymore, but indirectly by supplying arms and money to weak rebel groups who later get captured or killed and all the aid gets looted in the process. Then you have the gulf states who openly say they support various islamist groups. I will try finding the video of some gulf monarch admitting it..
