Quebec and Winnipeg did leave. Arguing that Canadian team keep the profits of the league high now doesn't change the fact that it was not always this way. I'd wager the relationship goes both ways now. Our ticket/merchandise revenue combined with franchise value is good for them, their broadcasting rights is good, well, also for them, but both help keep the league rich. Every player on the team is his guy, but only if the price is right. Tallon could have signed EG to a long term deal but wasn't interested in it at 5 mill per season.
