yeah usually the back ref would blow the whistle and throw his hands up, you see him go to his whistle just as bob is starting to get up but for whatever reason he didnt blow the whistle or maybe he tried to but the whistle didnt work (that's happened before).  weird play and poor job by the ref there but it was no goal.
