It's not so much an excuse, but an explanation. Sure, the cap management has always been questionable, but the above situations have made certain situations more difficult, namely bringing back Toffoli.

 

At the same time, people have been rightfully roasting Benning for his signings, but curiously have been advocating him to do the same thing with Markstrom, Tanev and/or Toffoli. Is this not cap management by saving money from not signing long term deals?

 

You can't criticize a GM for overpaying by suggesting that he should overpay people in free agency. Furthermore, had Toffoli struggled like Miller has, you can bet ppl would be ready to roast Benning. There is obviously a bias against him to blame him at every turn is my point.

Not sure about his game at all tbh, but looking at stats looks like he likes to score that's good, but I think he needs a breakout year this year, like Lind had last year first.
