That way they have some incentive to call the game the right way. that's basically how it's done, though the evaluating is done by the league and/or officials union, not coaches and gms, and i don't know if they get a bonus beyond the extra days of work. And the problem is the league is obviously not holding the refs accountable if Sutherland is still employed.
