Biega was originally recalled because Hamhuis tweaked something but wasn't injured bad enough to be placed on IR. Sbisa was hurt and placed on IR while Biega was in Vancouver so they sent him down to the Comets for a game then recalled him again but this time as an emergency recall because Sbisa is on IR. Don't think it has to do with the cap. Avoids waivers when the recalled player gets sent back down.
