Wilson purposely slammed Panarins head into the ice twice after doing the same to Buchnevich. He pulled on Panarins hair too so you know he knew his helmet was off. Its too bad. That would take away a tool to help players on teams who are relatives of people working for the NHL front office. It is what it is, the NHL has two sets of rules for teams they like or don't. Panarin engaged him, and was rag-dolled by a bigger/stronger player - it was his own fault. Mess with the bull, you get the horns. That said, Wilson should absolutely have been suspended for punching Buchnevich in the head. He wasn't willingly engaged, and in a defenseless position.
