Nashville has an internal salary cap. That is frugal. 

The team might be mismanaged, but I don't hear the Aqua's telling Benning to drop $15 million US in salary. 

I can never figure this out but I don't believe they spent to the cap.

I thought of it like a badge of honour at first so I was fine with it but once I found out that he didn’t like it I thought it was best put to rest. I respect the man and his wishes way too much.
