The difference between 16 and 23 isn't great in this draft, and its second round has lots of players that would be first round material in a normal draft. Most UFA players who aren't going to be in huge demand (and hence have over payment bidding wars for their services) would have already been re-signed by their teams by now if they were re-signing.
