I'm stunned at how many people are seeing it otherwise. The team violated the CBA, if they wish to get the clause changed they can request the NHL approach the union/nhlpa and negotiate a change. This could be done during the season or at central bargaining. Or the NHL could tell the Canucks to get stuffed, at least till the CBA expires. If this fine is not proven to be a deterrent who knows if the penalty won't get elevated beyond cash only. The CBA allows for penalties that count against the cap and/or the loss of draft picks. Arizona lost 11th overall in 2021 and a 2nd in 2019 because their trainer decided to test draftees.
