Take control of an NHL team and compete to win the Stanley Cup against other users in this newly formed sim league. I will act as commissioner, handling the technical and legislative aspects of this game. Simulations and matters to do with the sim will be the responsibility of @Sane33. Sim will start, in-game, around the 2019 Entry Draft. Almost all rules and regulations will be adapted from the RGMG CBA http://sim.rgmgleague.com/wiki/doku.php?id=start. Cap Details: Cap-Floor: 59M, Cap-Ceiling: 83M Notable modifications to the CBA: Spoiler Line-up changes Spoiler 1.1 - Submit all lineup changes before 5 PM EST (2 PM PST). 1.2 - How do I change lines? Trades: Spoiler 1.1 - All trades must be submitted before 5 PM EST (2 PM PST) during the season. Trades completed after that time will not be implemented until the next day and will not reflect the sim sets of that evening. 1.2 - Players who have recently signed a multi-year deal cannot be traded within their first season of being signed. (Ex. If a player is signed in our upcoming off-season (July 2019), they cannot be traded until at least the entry draft of the next off-season (June 2020). Rinse and repeat as seasons go on. 1.3 - Players who have been signed in the most recent off-season to one year contracts may be traded only after their team has played 41 games. 1.4 - Players who have been claimed off of waivers may be traded only after their team has played 10 games since the time of the waiver claim. 1.5 - Player rights (those with 0 years remaining on their existing contract) cannot be traded. They must either be re-signed or released into UFA. This does not apply to players with RFA status. 1.6 - Cap-retentions in trades are allowed. However, note the stipulations below: a) The acquiring team must be taking in at least 50% of the player's salary at all times, meaning the trading team can ONLY retain up to 50%. (Ex. If Erik Johnson is traded, his acquiring team must be on the hook for at least 3M of his 6M salary. b) At any one time, a team may only retain on THREE players until the contracts of any one of those players expires. (Ex. If Colorado decides to trade and retain salary on Erik Johnson, Nathan Mackinnon, and Gabriel Landeskog, they must wait until the original contracts for these players expire before retaining on a new player in the future) c) A player who has been traded with salary retention cannot be traded again with salary retention (Ex. If Erik Johnson is traded and has salary retained on his contract which brings down his cap-hit from 6M to 3M, he cannot be traded again and have his cap-hit decreased any further). d) A team may not retain salary on a player and attempt to trade back for that player while the player is still under the existing contract for which salary was retained. (Ex. Colorado may not trade Erik Johnson, retain salary, and then try to trade back for him at a later date while he is still under is existing contract) 1.7 - All trade calls must include @Alain Vigneault and @Mr. Quacks. AHL updates (subject to change): Spoiler At the discretion of the simulator. May be available upon request or shown via Skype sessions. Injuries: Spoiler Injuries WILL be a part of this league. Injuries will be carefully controlled using a formula of three different randomizers. This is done so that the experience is slightly more authentic. As well, it gives a bit of greater purpose to depth players and organizational decisions that are made because of injuries. Waivers: Spoiler 1.1 - Please announce in the thread your intention to place a player on waivers by stating "[Team] places [player name] on waivers" before 3 PM EST (12 PM PST) 1.2 - Please announce in the thread your intention to place a waiver claim by stating "[Team] places a waiver claim on [player name]" before 3 PM EST (12 PM PST) 1.3 - All players must pass through waivers EXCEPT in the following circumstances: a) The player is aged 22 or lower at the time of being waived. [NOTE: if a player in this exemption has played at least two 'seasons' (41 or more games played) over a period of two separate seasons (not counting previous IRL seasons prior to the start of the sim), this may result in them asking for a trade or terminating their contract. For example, if by the start of the third season in our sim, Detroit decides to send down Filip Zadina and Zadina has played at least 41 games in both the 2019-20 (season 1) and 2020-21 (season 2) seasons, he will be sent down but will either request a trade, refuse to report to the affiliate, or terminate their contract. This is appropriately known as the "PK - Zetterlund" rule] b) The player has previously been placed on waivers and successfully passed through waivers during the CURRENT SEASON. [NOTE: If a player in this exemption has been called up upon being waived and has participated in 20 games on the NHL roster, they will have to go through the waiver process again if they are sent down] 1.4 - Players who are signed with intention to play them on the main roster (i.e. signed in the first and second phase of free-agency) may be waived with intention to be buried in the minor league. If they are placed on waivers and are not claimed, they may be sent down and removed from the 23-man roster. However, 25% of their AAV will still count towards the cap. Players who signed during the third wave of free-agency (i.e the minor-league phase) are exempt from this. Please see 'Call Up/Send Down' for more info. Free-Agency: Spoiler 1.1 - Teams may not exceed their total cap by more than 3M during the off-season. They will have 12 hours to rectify any cap issues that may occur by exceeding the cap or the GM will face a punishment (ex. forfeit draft pick(s), best player suspended, etc) When/Why/How RFAs become UFAs: Spoiler Frequently Asked Question: Why is my player listed as a UFA when his contract on Cap Friendly states that he is an RFA? Explanation: In this sim, we will be using 25 as the UFA age. We have set the age of RFA --> UFA as 25 to prevent people from having career minor leaguers that they simply hold the rights to. By 23/24, its apparent which players are NHL or AHL level so by implementing this system, it ensures that if a player who is 24-26 is 'stuck' on one team, they have an opportunity to leave to join another team where they may find an opportunity to be an NHL player (if that makes sense). But for this opening off-season (2019 off-season), any 'young' player (those who are around the 24-26 age range) which happen to need new contracts will be treated as RFAs. This means that they will be inclined to re-sign (including taking bridge deals if it matches with their ability and profile) rather than wanting to test FA. This is for this off-season only because by the next off-season (2020 and so on), most people will have had a grasp for this new system and will have had a whole season to prepare for situation where guys in the 24-26 range will become UFAs. Hope this makes sense. Notes on Re-Signing Spoiler Note 1 : For re-signing RFAs, simply offer a year term (either 1, 2, or 5 years) Sim vets will know why this is but for many newcomers and those that need a refresher, the system is simple. 1 year is self-explanatory, 2 years represents a bridge deal, and 5 years represents a long-term deal. We award a cap-hit number based on the year term offered while also taking into consideration all the other expected factors (stats, pedigree, age, etc). Should you not agree with the cap-hit offered, you can file for arbitration. What this means is that your player would head to UFA as an RFA, meaning that they are eligible to offer-sheeted. During arbitration (after second wave of free-agency), you may select one of the other two year options that you didn't select and an adjusted cap-hit will be provided. For example, if you select 5 years and there is no agreement, then you can select either a1 year or 2 years during arbitration. If there is still no agreement during arbitration, your player will hold-out and will not be eligible to play for your team during that upcoming season. Note 2: For re-signing UFAs, you are free to offer your players any term in between 1 and 8 years and salaries in between 0.65M (imposed league minimum) and 12.5M (imposed league maximum). As part of the negotiation process, you are expected to offer reasons as to why the player would/should stay with your organization. This would include talking about their potential role on the team, talking about the direction of the team, among other relevant things to discuss. We are not expecting an essay but we do expect everybody to outline these reasons in a succinct manner. Keep in mind that this league does not use any sort of trade or movement protection so all players will be need to be compensated appropriately. There is a bit of room to discuss and lightly negotiate but nothing elaborate. If after two of three exchanges there is still no resolution, the player will simply head for free-agency. Let's all be amicable here. Notes to Consider For Signing and Re-Signing: Spoiler Entry Level Contracts Spoiler Burying Players/Who Counts Toward Cap: Spoiler 1.1 - Any player who makes less than 1.5M annually, when sent down, will NOT count toward the cap. 1.2 - Any players who makes 1.501M or more, when sent down, WILL count towards the cap. They are known as "buried" players. 1.3 - Teams may not bury more than 1 player on their active roster. RFA Compensation Guide: Spoiler Amount Compensation 0.65M - 1.9M None 2M - 2.9M 2nd 3M - 3.9M 2nd, 3rd 4M - 5.9M 1st, 2nd, 3rd 6M - 7.9M 1st, 1st 8M - 9.9M 1st, 1st, 1st 10M - 12.5M 1st, 1st, 1st, 1st All picks must belong to the team offering. Call Up/Send Down: Spoiler 1.1 - To call up a player, simply state "[Team Name] calls up [player]". Though optional, tag @Alain Vigneault is advised. 1.2 - To send a player, simply state "[Team Name] sends [player]". Though optional, tag @Alain Vigneault is advised. 1.3 - If you have signed a player during free-agency and would like to waive them or send them down, you may do so ONLY after your team has played 41 games. Buy-Outs: Spoiler 1.1.1 - A team that wishes to buy-out a player may do so by staying "[Their team name] places [name of player] on waivers, for purpose of buy-out." 1.1.2 - Once the player has successful passed through waivers, the team may announce their intention to buy-out the player 1.2 - If a player is bought out, the team buying out the player will be required to pay 50% of the player's cap-hit over a period of time that is double of the amount of years remaining on that player's contract. For example, if a team wishes to buy-out a player that has 1 year remaining at a cap-hit of 4M, the team will have to pay 2M over a period of 2 season. A player with a 3 year contract and 5M cap-hit would mean that the team pays 2.5M over a 6 season period. 1.3 - Teams may only buy-out ONE player per off-season 1.4 - Teams cannot be paying more than TWO players that have been bought out at any time.
