It's definitely below a level of consistency we should expect. Call the game even and fair. And if it's supposed to be unfair like they often do... shouldn't the home team get benefit of doubt? Not in these playoffs. Vegas is getting the calls both ways... looks like an attempt to fix the game.

This is what is wrong with 2 refs. 

No chance to replace your divot. Second ref may or may not over correct? First ref does not have absolute control of the 3rd period to fix his mistake(s). Second ref can try to help regain equilibrium but make things worse. ie make up calls or whatever. Games easily turn into a tire fire. One ref, one tone, one conversation with each coach.
