The league just waived the cap recapture penalty if its over 5 million dollars. So if Weber retires early Nashville a American Sunbelt team wont get the cap recapture peanlty.

That's not what happened, at all. What they did was amend the cap recapture penalty so that teams don't have to eat more than the AAV of the contract per year but they do still have to have the recapture penalty on their books until the entire value of the contract has been used.
Essentially, it would lower the recapture penalty per year but teams will have to deal with it for a longer period of time.

Eriksson and Sutter are better than 4th liners, and at least part of Eriksson's cap hit will be off the books before the season starts. Beagle is a servisable player in his own right and provides some grit to an otherwise butter soft lineup.
And regardless of what's going on with the rest of the roster, the cap recapture is still a 3 million dollar cap hit that could go towards improving our team. That would still be the case even if every single player on the team was making below their perceived market value. And unlike the other cap hits you've brought up, Luongo's cap recapture penalty was a bull$&!# retroactive punishment created to spite the previous regime because Bettman and co were too stupid to seal up the loopholes in the previous CBA.
